SM-1 Project Update - Army Reactor Office-approved Decommissioning Plan

Good Morning SM-1 Stakeholders,

The U.S. Army Corps of Engineers is excited to share that we have completed the Draft Environmental Assessment (EA) and Draft Finding of No Significant Impact (FNSI) for the proposed decommissioning and dismantling of the Deactivated SM-1 Nuclear Reactor Facility at Fort Belvoir and have made them available for public review and comment. They are available online at www.nab.usace.army.mil/Missions/Environmental/SM-1/ along with the formal public notice regarding their availability.

We understand this release is coming amidst the holiday season so we have extended the traditional 30-day window for public review and comment to 6 weeks, which will give stakeholders through the end of January to provide feedback.

The U.S. Army Corps of Engineers proposes to decommission the SM‐1 facility to a standard that allows for release of the site for unrestricted use (the proposed action in the Draft EA). Under the proposed action, USACE would implement an Army Reactor Office-approved Decommissioning Plan to safely remove, transport, and dispose of remaining structures, equipment, and media from the SM-1 site; validate that site conditions meet applicable cleanup standards; restore the site to a vegetated condition; and return the site to Fort Belvoir for future use. The Draft EA analyzes the potential environmental impacts of the proposed action and concludes that there would be no significant adverse impacts on the physical, cultural, and natural environment. The team appreciates the feedback we have already received from members of the community, both on-post and off-post, during our outreach efforts over the course of the year. We have used your feedback to inform our planning efforts and the preparing of the documents available for review.
The project team invites stakeholders to attend public meetings for the Draft EA to learn more about the proposed action and environmental review. The public meetings will be held on January 7 and 8, 2020. Each meeting will be conducted in an open house format to include a short presentation followed by questions and answers from the audience. The public meeting schedule will be:

(* Due to Fort Belvoir security requirements, attendance at the on-post meetings is limited to Department of Defense military and civilian personnel, Fort Belvoir residents, and Fort Belvoir contractors/civilian employees.) • Afternoon Meeting: Open House/Poster Session 1:00 PM – 2:00 PM, Formal Presentation and Audience Questions 2:00 PM – 3:00 PM
• Evening Meeting: Open House/Poster Session 6:30 PM – 7:30 PM, Formal Presentation and Audience Questions 7:30 PM - 8:30 PM

The team anticipates awarding a decommissioning contract for the work around summer 2020, with mobilization work on site beginning later in 2021.

Fairfax County requests reports of sightings of Longhorned Beetles


The Asian longhorned beetle has the potential to destroy millions of acres of hardwood forests and residential landscape trees. Urban Foresters are asking county residents to report any sightings to 
PestMail@FairfaxCounty.gov or call 703-324-1770, TTY 711. The Asian longhorned beetle is one of the most serious and destructive tree pests to strike North America. A native of China, this woodboring insect was introduced into the U.S. through packing crates. Like many exotic invasive insects, it has no natural enemies to keep its population under control.

Final Reminder to Sign Up for Holiday Party - Sunday, December 8, 2:00 pm



Dear Mason Neck Citizens Association ,


The Friends of Mason Neck State Park's Holiday Party is only three days away, at 2PM on Sunday December 8.  This is your best opportunity to sign up so you don't miss it.

We'll be meeting at the Jammes House, a former hunting lodge in the Park that is not normally open to visitors.  The house will be decorated for the holidays, and we'll have a great buffet of hot and cold hors d'oeuvres and specialty-themed cookies.  

Then settle in for a fascinating talk and photos of the dragonflies and damselflies that you can see in the area.  Bob Blackney has been studying them for the past 12 years, and has recently published the "Field Guide to Dragonflies and Damselflies of Northern Virginia." Bob will have that book as well as his "Butterflies and Skippers of Northern Virginia available for sale, and the profits will all go to the Friends of Mason Neck State Park. 

The Holiday Party is open to members of the Friends of Mason Neck State Park.  Each member may register one guest.  The program fee is $15 per person, which includes admission to the park. You can register at Friends Holiday Party.

Not a member?  Has your membership expired?  You can join or renew your membership for as little as $20 per year for up to two people at Join the Friends of Mason Neck State Park.  

Be sure to register soon.  Space is limited and this event always sells out!

Dragonflies, Damselflies, Good Food and Fellowship at  

Swanfall 2019

Please join us at 2:00 pm on December 8, 2019 for Swanfall, the Friends of Mason Neck State Park's special holiday program at the Jammes House. 

The Jammes House is a former hunting lodge in Mason Neck State Park, located on the banks of Occoquan Bay.  It will be decorated for the holidays and has stunning views of the Bay and the Potomac River. This unique home is not normally open to visitors, so take advantage of this opportunity to see the house and experience its magnificent setting and enjoy a light buffet of hot and cold hors d'oeuvres and specialty cookies. 

Then sit back and listen to a fascinating program on dragonflies and their cousins, the damselflies, presented by naturalist and author Bob Blakney. Damselflies and dragonflies have superb eyesight and quick reflexes and can hover and even fly backwards, making them fearsome predators.  Numerous species can be found at Mason Neck State Park.  

Bob Blakney is the author of the field guide "Northern Virginia Dragonflies and Damselflies." He has studied dragonflies and damselflies for more than 12 years as he participated in surveys wildlife and plants in the Mason Neck area for the Audubon Society of Northern Virginia. Bob will present photographs he has taken of dragonflies and damselflies in the region and talk about these fascinating creatures that inhabit our local ponds and streams.

The Holiday Party is open to members of the Friends of Mason Neck State Park.  Each member may register one guest. The program fee is $15 per person.  You can register for the Holiday Party at Swanfall Registration.

Take a Walk on January 1 to 
See the Tundra Swans


Have you ever seen Tundra Swans, those amazing birds that migrate thousands of miles from the Arctic to spend the winter in our region?  Their haunting calls are nearly impossible to forget!

You've got a great opportunity to see the Tundra Swans at 12:15 pm on January 1, when the Friends of Mason Neck State Park will lead a guided walk to see them.  We'll start from the Great Marsh Trail parking lot, on the left side of High Point Road a short distance BEFORE you get to the Park's Contact Station.  We'll walk about a mile over fairly level ground to the viewing area.  You'll likely hear the birds before you see them.  We'll have binoculars and telescopes so you can view the swans and other water birds and we'll also help you identify them.  

There's no charge for this event, which is open to everyone.  Come out and enjoy the first day of 2020 with the Friends!  The trails can be a little muddy, so be sure to wear good shoes or boots.  

Mason Neck State Park is also offering guided First Day Hikes in the park on January 1.  You can see their schedule of hikes at Mason Neck State Park First Day Hikes.

The Friends Elected Directors at their Annual Meeting

The Friends of Mason Neck State Park held their Annual Meeting at the Visitor Center on November 9. President Hillary Clawson gave a brief overview of the Friends' activities for the year and our plans for the future.  Ariel Hartman, the Assistant Manager of the Park, spoke about the Park's programs and its challenges for the future.  The attendees had an opportunity to provide input to both the Friends and the Park.  The Friends also elected their Board of Directors through emailed ballots and written ballots at the meeting.

The Friends of Mason Neck State Park have supported the Park's shoreline cleanups for several years by publicizing the event, organizing volunteers and providing water bottles, coffee and snacks to the volunteers.  

The Friends now have a partner. Prince William Marina has made a generous donation to the Friends to defray the expenses associated with the cleanups, which occur three times each year. Carlton Phillips, the owner of Prince William Marina, said that he was happy to support the cleanup effort and the Friends.

Our Thanksgiving Outreach is happening THIS Sunday, November 24th from 5:00 to 7:00 p.m. If you'd like to help out, it's not too late...

Official Drop-off: Food donations should be brought to the Moose Family Center (9612 Fernedge Lane, Lorton) between 11:00 a.m. & 2:00 p.m. Bring your completed donation form to speed up the drop-off process. 

Alternate Drop-off: Bring donations to INOVA HealthPlex Lorton by TOMORROW. You can enter through the 24-hour Emergency Room Entrance. 
This holiday season, LCAC will serve more than 400 low-income families by providing holiday food baskets & gifts. You can download the holiday food basket form here or follow the links & information below to adopt one of our children or seniors.

Lists 1, 2 & 2 (continued) can be brought to the Moose Family Center (9612 Fernedge Lane, Lorton) from 11:00 a.m. to 2:00 p.m. on December 14th. Alternatively, they can be dropped off at INOVA HealthPlex Lorton between December 9th & 13th.

List 3 & 4 can be dropped off on Saturday, December 14th at Pohick Church from 11:00 a.m. to 12:00 p.m. An alternate drop-off option, is to bring items to Lorton Community Action Center (LCAC) before December 13th.
